Gentlemen, I have spoken on this subject at length before, therefore, I will knock out the details. As you know due to our pre-occupation in Afghanistan, in the service of Islam, I have not been able to put these plans before you earlier. Let there be no mistake, however, that our aim remains quite clear and firm-the liberation of Kashmir Valley - our Muslim Kashmiri brethren in the valley cannot be allowed to stay on with India for any length of time now. In the past we had opted for hamhanded military options and, therefare, failed. So, as I have mentioned before, we now keep our military option for the last moment as a coup de grace, if and when necessary. Our Kashmiri brethren in the valley, though with us in their hearts and minds are simple-minded folk and do not easily take to the type of warfare to which, say a Punjabi or an Afghan takes to naturally, against foreign domination. The Kashmiris however have a few qualities which we can exploit. First, his shrewdness and intelligence; second, his power to preservere under pressure; and the third, if I may say so, he is a master of political intrigue. If we provide him means through which he can best utilize these qualities- he will deliver the goods. Sheer brute force is in any case not needed in every type of warfare, especially so in the situation obtaining in the Kashmir valley, as I have explained earlier.
Here we must adopt those methods of combat which Kashmiri mind can grasp and cope with in other words, a coordinated use of moral and physical means other than military operations, which will destroy the will of the enemy, damage his political capacity and expose him to the world as an oppressor. This aim, Gentlemen, shall be achieved in the initial phases.
In the first phase, which may, if necessary last, a couple of years we will assist our Kashmiri brethren in getting hold of the power apparatus of the State by political subversion and intrigue. I would like to mention here that as no Government can survive in Occupied Kashmir unless it has tacit approval of Delhi, it would be unrealistic to believe that the MUF or any such organization can seize power through democratic or other means. In view of this, power must "apparently" remain with those whom New Delhi favors. We must therefore ensure that certain "favored politicians" from the ruling elite be selected who would colloborate with us in subverting all effective organs of the State. In brief, our plan for Kashmir, which will be code named as "Op Topac" will be as follows:

Phase 1

A low-level insurgency against the regime, so that it is under siege, but does not collapse as we would not yet want certral rule imposed by Delhi.
We plant our chosen men in all the key positions, they will subvert the police force, financial institutions, the communication net work and other important organizations.
We whip up anti-India feelings amongst the students and peasants, preferably on some religious issues, so that we can enlist their active support for rioting and anti-Government demonstrations.
Organize and train subversive elements and armed groups with capabilities, initially to deal with paramilitary forces located in the valley.
Adopt and develop means to cut off lines of communications between Jammu and Kashmir and within Kashmir and Ladakh by stealth, without recourse to force. The road over Zojila upto Kargil and the road over Khardungla should receive special attention.
In collaboration with Sikh extremists create chaos and terror in Jammu and divert attention from the valley at a critical juncture and discredit the regime even in the Hindu mind.
Establish virtual control in those parts of Kashmir Valley where the Indian army is not located or deployed. The Southern Kashmir Valley may be one such region.

Phase 2

Exert maximum pressure on Siachen, Kargil and Rajuri-Punch sectors to force the Indian army to deploy reserve formations outside the main Kashmir Valley.
Attack and destroy base depots and HQ located at Srinagar, Pattan, Kupwara, Baramulla and Chowkiwala by covert action at a given time.
Some Afghan Mujahideen by then settled in Azad Kashmir, will then infiltrate in the pockets with a view to extending areas of our influence. This aspect will require detailed and ingenious planning. The fiasco of Op Gibralter (1965) holds many lessons for us here.
Finally a Special Force under seleaed retired officers belonging to Azad Kashmir, with the hard core consisting of Afghans, will be ready to attack and destroy airfields, radio stations, block Banihal Tunnel and Kargil-Leh Highway.
At a certain stage of the operations Punjab and adjacent areas of Jammu and Kashmir will be put under maximum pressure internally by our offensive posture.

Phase 3

Detailed plans for the liberation of Kashmir Valley and establishment of an independent Islamic State in the third phase will follow.
We do not have much time. Maximum pressure must be exerted before the general elections in India and before the Indian Army reserves which are still bogged down in Sri Lanka become available. By the Grace of God, we have managed to accumulate large stocks of modern arms and ammunition from the US consignments intended for Afghan Mujahideen. This will help our Kashmiri brethren achieve their goals. Even if we create a kind of "Azad Kashmir" in some remote parts of Occupied Kashmir as a beginning, the next step may not be as difficult as it appears today. On the other hand, it should also be noted that a part of Indian Army, particularly the Infantry, will be well trained by now for such a situation due to their experience in North Eastern Region and more recently in Sri Lanka. But the situation in Kashmir will be somewhat different; more like the "Infetada" of Palestinians in towns, and on the pattern of Mujahideen in the countryside to attack hard targets. A period of chaos in the State is essential in the circumstances.
And what about our Chinese friends ? They can do no more than ensure that Indian forces deploys against them are not moved out; but this may be required only at the last or the third stage of our operations. Of course, if we are in a serious trouble, the Chinese and our other powerful friends shall come to our rescue one way or the other. They will ensure that if we do not win - we don't lose.
Finally, I wish to caution you once more that it will be disastrous to believe that we can take on India in a straight contest. We must therefore, be careful and maintain a low military profile so that the Indians do not find an excuse to preempt us, by attacking at a time and at a point of their own choosing at least before Phase I and 2 of the Operation are over. We must pause and assess the course of operations after each phase, as our strategy and plans may require drastic changes in certain circumstances. I need not emphasize any further that a deliberate and objective assessment of the situation must be ensured at each stage, otherwise a stalemate will follow with no good for Pakistan.

Muslim Conference makes much of its Resolution passed on 19 July 1947; and deliberately twists facts to suit their agenda. Sad thing is that they want to impose that resolution fraudulently passed by around hundred people motivated by religious zealots. The following is from my Mphil research: Kashmir and the Partition of India.

Although the Muslim Conference was considered as a puppet political organization of the Muslim League, it was not, ideologically, a united party, Choudhry Ghulam Abbas and his followers wanted the State to become part of Pakistan, whereas, Choudhry Hameedullah and his influential friends wanted it to become a sovereign state.

After the arrest of Choudhry Ghulam Abbas the party was involved in internal politics; both Choudhry Hameedullah and Mir Waiz claimed the position of Acting President. These internal squabbles further weakened the already meagre and disorganized party. Later, in his autobiography, Choudhry Ghulam Abbas confirmed that he had appointed Choudhry Hameedullah as his successor.

At the time when Choudhry Ghulam Abbas was behind the walls of the Kathua prison, Choudhry Hameedullah Khan as the acting President of the Muslim Conference, addressing a press Conference in a leading hotel in Jammu on 28th May 1947 declared:

‘Accession to Pakistan would be unpleasant to Hindus while accession to India will disturb Muslims. Therefore, we have decided not to enter into any controversy either with India or Pakistan. The second thing we have decided in that we should try to acquire independence for the State. The third question now before us is, what would be the position of the Maharaja? We have never been lacking in showing loyalty and resects for him and it is because of this attachment that we did not support the Quit Kashmir Movement, although in one way it was a natural movement. We, therefore, felt that we should try to find out a solution which will maintain the position of the Maharaja Bahadur, while at the same time; it should also satisfy the praja. The best solution that we have found is that the Maharaja should become a constitutional King, as is the position in many other countries. The fourth thing that we have decided is that we should have a Constituent Assembly of our own to draft our constitution. The Muslim League has already boycotted the Constituent Assembly (British Assembly). Therefore its proposed constitution cannot satisfy Muslims because it must have been prepared by hundred per cent Hindus. If our four representatives sat in this Assembly, they would just be wasting their time.'

The statement further said: ‘I have the support of all important leaders of the Muslim Conference and Choudhry Ghulam Abbass Khan has himself expressed agreement with this proposal. A representative convention of the Muslim Conference will be called within a month, where the proposal will be unanimously adopted. This solution, therefore, should be considered as the official policy of the Muslim Conference. The Muslim League has not given us this solution, nor are we presenting it to deceive the Hindus. We have arrived at this solution in all honesty and after taking into account the local situation. The only connection that the Muslim league has with it is that its past and present policy of non-intervention in Indian States has strengthened us. I would like to say in all honesty that we have had no talks in this connection with any leader or worker of the Muslim League, and that Hindus should also give up being led by the Congress. The best thing for us all is that the League and the Congress should leave us undisturbed and that we should give up both the parties. When we say that we want to separate ourselves from Hindustan and Pakistan, we mean that we want to be friends with both of them, but we do not want to be influenced by either of them. We should have political as well as economic relations with both. We think that we will have good relations with Pakistan and, in the presence of the ruling Hindu dynasty; we will also have good relations with India.’1

The leadership summoned a meeting of the Working Committee on 18th July 1947. The meeting was to be followed by a Convention next day in Srinagar. The Working Committee unanimously endorsed the Statement made by the Acting President and adopted a resolution calling upon the Maharaja to declare the state’s independence, and assuring him of the party’s whole- hearted support and co-operation.

It must be noted that a Working Committee (or Executive Committee in some organizations) is the cream of any political party and it normally consists of the party’s most senior and dedicated members. The Working Committee of the Muslim conference unanimously adopted a resolution of the State’s complete independence.

It becomes apparent that the senior-most members of the Muslim Conference, who worked their way up to become members of the working committee and who had political awareness, carefully considered the future of the state and came to the conclusion that complete independence was the most honourable and acceptable solution for all communities.

As expected, this resolution was to cause bitterness in some quarters, especially among those rights – wing factions led by Mir Waiz Yousaf Shah. On the following day, 19th July 1947, the party’s Convention was to take place. It was not a Convention in the sense where political parties selects delegates and invite them. There were no invitations sent, nor delegates selected; news of the Convention was published in a newspaper. Since there were no invitations, virtually anyone could have walked in.

According to Yousaf Saraf, who was also a member of the Muslim Conference; ‘without Mir Waiz the party hardly existed in srignar.’2

Mir Waiz was a religious leader and had some religious following. Since the so- called Convention was held in Srinagar, the nerve centre of politics, it was no problems for Mir Waiz to muster fifty or sixty people. When the so-called ‘Convention’ began, according to Yousaf Saraf, who was present, there were about one hundred people in attendance. They were not necessarily all politically conscious or even members of the Muslim Conference, because there were no invitations given out. Most of the people were called by Mir Waiz Yousaf Shah and were his religious followers, rather than political followers.

Anyway, when the resolution for ‘Independence’ was put forward, Yousaf Saraf moved a counter – resolution for accession to Pakistan. Highly exciting and religiously motivated speeches were made in favour of accession to Pakistan and the majority of those present had more religious influence than political consciousness. As a result, the counter – resolution won the day.

It would be wrong to criticize these people for doing what they did; the whole Sub- Continent of India was at that time under the influence of religious fanaticism. Social life and political strategies were determined by religious beliefs. Hindus and Muslims were cutting each other’s throats in the name of religion. And politics was based on religion. Anyhow, the Independence resolution was defeated and this so-called ‘convention’ passed an Accession to Pakistan resolution; it was on the basis of this resolution that the Muslim Conference wanted to accede to Pakistan. The text of the resolution is as follows:

‘The inhabitants of the Princely States of the Sub-Continent had hoped that they would achieve the objectives of national freedom shoulder to shoulder with the inhabitants of British India, But unfortunately, whereas the inhabitants of British India achieved freedom with the partition of the Sub-Continent, the Third June Plan has strengthened the hands of the rulers of the Princely States. So long as these autocrats do not bow before the demands of time, the future of the inhabitants of Indian States will remain bleak. Under these circumstances only three alternatives are open to the inhabitants of Jammu and Kashmir State- namely, accession to India, accession to Pakistan, or the establishment of a free and independent state. After carefully considering the position, this Convention of the Muslim Conference has reached the conclusion that accession of the state to Pakistan is absolutely necessary in view of the geographic, economic, linguistic, cultural and religious considerations –because Muslims constitute 80% of the State’s population. All the major rivers of Pakistan have their source in the State, whose inhabitants are strongly connected with the people of Pakistan through religious, cultural and economic relations. The Convention strongly demands of the Maharaja that the people of Kashmir should be given complete internal autonomy and that he should treat himself as constitutional Head of State and set up a representative Legislative Assembly while handing over the portfolios of defence, foreign affairs and communications to the Constituent Assembly of Pakistan’.3

Whatever the motives behind it, the resolution was passed by this so-called ‘Convention’. The future history of the State was destined to be influenced by it. It not only showed the weak discipline of he Muslim Conference, and its internal splits, but it also further divided the Muslims of the State.

It is claimed that the Muslim League High Command wished this to happen and this is why, contrary to the official party line, this resolution was put forward. It is also claimed (by the then Acting President, Choudry Hameedullah Khan) that he adopted the independence policy after consulting Mr. Jinnah.

These are two conflicting claims. Circumstantial evidence indicates that Choudry Hameedullah’s claim was true. It is strengthened by a statement made by Mr. Jinnah on 11th July 1947, that the Maharaja had three options open to him: accession to Pakistan, accession to India or independence. Mr. Jinnah, rather than asking the Maharaja to accede to Pakistan, acknowledged his right to become a sovereign ruler.

This indicates that Mr. Jinnah personally had no objection to the State’s independence, and he encouraged Choudry Hameedullah Khan and Professor Ishaque when they visited him. On the other hand, Mr. Jinnah refused to have a meeting with Sardar Ibrahim (the Chief Whip of the Muslim Conference, and a staunch supporter of the proposal to Pakistan) despite the fact that Ghazanfar Ali Khan, the Central Minister, and Mian Amir-ud-Din, the mayor of Lahore, endeavoured to bring about the meeting. If Mr. Jinnah wanted the State to accede to Pakistan, he surely would have granted a visit to Sardar Ibrahim, who was pro-Pakistan, and a rising star in the party, especially after the resolution was passed.

All this suggests that Mr. Jinnah, rather than oppose an independent Kashmir, lent it his support to it. His far-sighted eyes looked upon it as an emerging buffer State which could have an important role in this strategically important region. But there were other influential people who wanted the State’s accession to Pakistan at all costs. Their quest, malicious activities and imperialist designs need careful examination and thorough research.

A nationalist Kashmiri leader, Arif Shahid, was callously killed outside his house in Rawalpindi, Pakistan, on 13 May 2013. Kashmir National Party strongly condemns this targeted killing of a Kashmiri leader who peacefully promoted independence of Jammu and Kashmir; and exposed Pakistani designs on Jammu and Kashmir.

Arif Shahid spoke for the oppressed and victimised people of the State of Jammu and Kashmir, and strongly advocated for rights of the people of Gilgit Baltistan as well. In his long struggle he bravely challenged the Pakistani policy in Jammu and Kashmir and strongly criticised role of ‘Lent Officers’ of Pakistan, and the Pakistani secret agencies.

We share this view of other Kashmiri parties that he was eliminated because of his nationalist struggle; and those forces which did not like his struggle, finally eliminated him to send the message that they will not tolerate true Kashmiri nationalist struggle on this side of the Line of Control.

KNP is observing this hunger strike to protest against this brutal killing and to express our solidarity with martyred Arif Shahid and his family. We want to expose Pakistani government’s hypocritical stand on the Kashmir dispute and tell people that they have imperialist designs on Jammu and Kashmir.

It must be pointed out that the KNP declared to observe hunger strike for 5 days, however after consultation with senior KNP leaders in England and in Azad Kashmir, and other like - minded people and organisations it was decided that it was a long drawn battle with the Pakistani authorities, because they are insensitive to peoples sentiments, therefore, we should use our work force and resources carefully. So, instead of observing 5 day hunger strike and then remain quiet, it is better that we hold 1 day hunger strike on Monday 20th May; and then hold 1 day hunger strike every Wednesday until killers of Arif Shahid are arrested.

Reliable sources have revealed that Pakistani secret agencies have decided to crush our peaceful Kashmiri struggle in Azad Kashmir and Gilgit Baltistan, against the Pakistani occupation. For this purpose, they have prepared a list of more than two dozen key leaders and political activists, which include those living abroad.
It is believed that Arif Shahid won’t be the last victim of the targeted killing. It is, therefore, imperative that we Kashmiri nationalists and members of the civil society stand up and be counted.

KNP will spearhead this campaign and our branches in Pakistani Administered Kashmir are also holding a protest outside Central Press Club in Muzaffarabad. Our demands are that the Pakistani authorities:
·      1/   Should constitute a judicial inquiry into the murder of Arif Shahid Shaheed;
·         2/Arrest and punish all those involved with the conspiracy and murder of Arif Shahid;
·    3/Immediately stop policy of harassment and intimidation in Pakistani Administered Kashmir and Gilgit Baltistan;
·       4/  Allow people of Pakistani Administered Kashmir and Gilgit Baltistan to enjoy their fundamental human rights;

Kashmir National Party leaders have strongly condemned the brutal murder of Kashmiri nationalist leader Arif Shahid in Pakistan on 13 May 2013.

The KNP leaders said, ‘The deceased leader was a true Kashmiri and throughout his life he struggled against those who occupied his motherland. He was a brave soldier of struggle of unification and independence of forcibly divided Jammu and Kashmir’.

The KNP leaders further said, ‘He always spoke for the oppressed and victimised people of Jammu and Kashmir, and strongly advocated for rights of the people of Gilgit Baltistan as well. He was elected the Chairman of All Parties National Alliance which opposed the Pakistani occupation of Azad Kashmir and Gilgit Baltistan; and wanted closer ties between people of these two regions’.  

‘It looks those forces which did not like his struggle, finally eliminated him to send the message that they will not tolerate true Kashmiri nationalist struggle on this side of the Line of Control’, the KNP leaders added.

KNP leaders said we want to show complete solidarity with the deceased, his family and the Jammu Kashmir National Liberation Conference, a party Arif Shahid was heading; and we will observe 5 days hunger strike outside the Pakistani High Commission in London. The hunger strike will start at 9am on Monday 20 May 2013; and for this purpose all necessary arrangements have been made.

The KNP leaders, Abbas Butt, Dr Shabir Choudhry, Zubair Ansari, Sarwar Hussain, Asim Mirza, Basharat Khan, Abdul Ghafar Shapal, Mohammed Ishtiaq, Raja Zahoor, Mohammed Shoaib, Ch Razaq, Mohammed Anees, Zile Hussain Naqvi, Hamid Butt, Mohammed Nadeem and others have demanded full and impartial investigation of this callous murder that the culprits could be apprehended and appropriately punished.

People of Azad Kashmir are extremely worried about growing incident of rapes of young girls and kidnapping and killing of young children.

In one such incident a 13 years old boy, Faheem, son of Manga Khan, belonging to village Kathaar Majwari, district Dadyal was kidnapped from outside his school for the purpose of ransom. The culprits were surrounded in the area of Gulpora near Kotli, and fearing their arrest they killed the young innocent boy.

The incident happened on Monday, 29 April and sent shock waves in the entire region. The kidnapping was carried out for the purpose of ransom. Although the culprits are arrested, but no prosecution or serious action against them has yet begun; and local people fear that they might be released due to influence and power of these people.
With this prospect, parents are so afraid that they have stopped sending their children to schools; and local people have demanded urgent action against the culprits that no one in future could dare to commit this kind of heinous crime

A local welfare organisation, Sada e Haq arranged a demonstration and demanded a stern action against the culprits, and urged that the police and law enforcing institutions should take appropriate and urgent action in this regard.

Also local business people arranged a demonstration today and demanded urgent action. They said that the Chief Justice of the High Court is empowered to initiate a fast track judicial process to provide justice to the victims and eliminate fear and intimidation.

Lala Malik, whose son was a class mate of the victim, phoned Dr Shabir Choudhry and provided this information; and requested the Kashmiri diaspora to support their just cause.

Masoom Ansari, a former Birmingham Councillor and a community leader said, the British Kashmiris must play their role and should write to relevant authorities and High Court Chief Justice that appropriate action could be taken against the culprits. He said, Chief Justice should take Suo Moto action to provide justice.

Masoom Ansari further said, because of this insecurity and fear children are missing out on their education; and the British Kashmiris have stopped sending their children to Azad Kashmir because of the safety issue. In the past many Pakistani and Azad Kashmiri children were kidnapped for ransom purposes.
